The chancellor at the University of North Carolina at Chapel Hill says budget cuts are the school should total about 10 percent. The News & Observer of Raleigh reported the university is planning to lose about $60 million from its budget. University officials say the cuts won't be across the board. Instead they will target programs that have a surplus of money or are underperforming.
